Joyce Ross says the bumpy parking lot leading to Charlottesville’s train station has changed little since she and her husband, Gilbert, moved to the area 10 years ago.
So when the couple realized they would have to pay $25 to leave their car in it for five days while going to Boston and back, they made a quick decision — take a cab instead.
“We said, why would we pay to park in a dreadful lot like this?” Ross said. “Why would we pay money to park there?”
